  16. <p>A vote on Panama's army turns into a referendum on the President
  17. </p>
  18. <p>    When he first drew up a proposal to reform Panama's
  19. constitution and officially abolish the military, President
  20. Guillermo Endara assumed his countrymen would agree that a final
  21. break with ousted dictator General Manuel Antonio Noriega's
  22. discredited regime was in order. To his surprise, Endara found
  23. that Panamanians wanted a break from him. In a referendum, the
  24. first national vote since U.S. troops deposed Noriega and
  25. installed Endara three years ago, 63.5% of Panamanian voters
  26. said no to the package of 58 complicated items in a simple yes
  27. or no vote. The vote was tantamount to a rejection of Endara's
  28. rule, which has left the country with 20% unemployment, rampant
  29. crime and corruption. Charging that the President is unqualified
  30. to govern, opponents will press for a constituent assembly to
  31. rewrite the constitution. Endara accepts the result but insists
  32. it does not obligate him to reinstate the army, which he
  33. replaced with a civilian security force in 1989.
